Biography

Professor Walker is currently the Lee Shau Kee Foundation Chair Professor of Public Administration and Head of the Department of Government and International Affairs, and Director of the Lingnan University Institute for Advanced Study (LUIAS), the Institute of Policy Studies and the Governance and Bureaucracy Lab of Lingnan University. He has received Best Paper Awards from Public Management Review, Journal of Public Administration Research and Theory and Public Administration Review as well as the 2025 H. George Frederickson Award for Career Contributions to Public Management Research (Public Management Research Association) and the 2026 Routledge Lifetime Achievement Award (International Research Society for Public Management).
